TOPIC : ARE Sector of Pakistan - Progress & Prospects
Shah Jahan Mirza is currently serving as Managing Director Private Power and Infrastructure Board (PPIB) which is a one Window Facilitator in the Government of Pakistan to implement Power Policies and facilitate Investors in development of Power Generation and Infrastructure Projects under long term Agreements. He has also been entrusted with the charge of Chief Executive Officer AEDB by the Government. He is a graduate in Investment Management from Cass Business School London and master in Business Administration from Pakistan having more than 35 years’ professional experience in the areas of evaluation, development and financing of large scale power generation and infrastructure projects, facilitation of investors, strategic management, policy formulation, public procurement, contract administration, tariff structuring, regulatory affairs, etc.
During the last six years as Managing Director PPIB, he was instrumental in adding power generation capacity of 9,000 MW to the national grid of Pakistan mainly through private sector investments. Currently PPIB is managing 40 commissioned IPPs of 17,449 MW having investment of around US$ 20 billion while 22 multiple fuel based power projects of 12,028 MW and One HVDC Transmission Line Project are under development. Under Mr. Mirza’s administration, PPIB is acting as front runner institution in implementing major chunk of CPEC Energy Sector portfolio consisting of thirteen power generation Projects based on coal and hydro resources of 11,634 MW worth 20 billion US$ and one 900 KM long, 4,000 MW capacity, ±660 kV Matiari-Lahore HVDC Transmission Line Project worth 1.6 Billion US$.
Mr. Mirza, in his capacity as CEO AEDB, is leading the organization to achieve the Government’s vision of increasing the share of ARE based generation in the energy mix and promoting ARE technologies in different segments of society.
Before taking over as Managing Director PPIB, he served as Executive Director Finance and Policy PPIB where his core duties included looking after the financing and policy related issues of the IPPs as well as accounting and financial management functions of PPIB. Previously Mr. Mirza has a diverse career as a banker, consultant, lead in financial restructuring and privatization transactions.
Before joining PPIB in July 2003, he had served in various organizations including Private Power Cell of Ministry of Water & Power (present PPIB) wherein he made valuable contributions in formulation of Private Power Generation Policy of 1994, including indexation procedures of tariff and standardized security package (Implementation, Power Purchase and Fuel Supply Agreements). He also served as General Manager (Investment) Planning in Fauji Foundation which is one of the largest business conglomerate in Pakistan, as Financial Analyst in International Resources Group (IRG) of US based consultancy firm, as Financial Analyst in Project Finance Department of National Bank of Pakistan and as an independent consultant in the energy sector.

Mr. Tauseef H. Farooqi joined NEPRA as Chairman on 05.08.2019. Mr. Farooqi has over 29 Years of Techno Commercial experience with specialization of managing the Commercial/Business side of IPP/IWPP Projects. He started his career with WAPDA in 1991 and has the distinguished honor of working on both Technical and Finance sides. He then worked with global Companies in Power, Water, and Energy Sectors on Multi-billion Dollars Projects like International Power of UK from 1997 to 2000 on Pakistan's largest Kot Addu Power Plant. Since 2000, he has developed top three (3) IWPP Projects in Abu Dhabi, first with CMS Energy of USA on Taweelah A2 (710 MW and 50 MIGD, a 750 Million USD Project) and Shuweihat S1 (1500 MW and 100 MIGD, a 1.5 Billion USD Project). In 2005 he joined Marubeni of Japan on their largest investment outside Japan in Taweelah B, Abu Dhabi's largest Power Plant, (2000 MW and 160 MIGD, a 3 Billion USD Project).
Mr. Farooqi is an Electrical Engineer from University of Engineering & Technology Lahore, MBA from Lahore University of Management Sciences and a graduate in Executive Program in Management from world's renowned Columbia Business School of USA. Mr. Farooqi is a regular presenter in Power & Water Summits internationally.

Dr. Sardar Mohazzam, is the Managing Director of NEECA. He holds Ph.D. in Public Policy and specialized in the area of Energy and Environmental Policy. He has served as Advisor with public sector, academia and different international development partners in Energy Sector Reform Program, CPEC, Strategy development and formulated policy and regulatory frameworks. He has led the MIT Climate CoLab on the Energy Water nexus. He has worked on energy finance, renewable energy, energy access, energy efficiency and conservation. Dr. Mohazzam is awardee of Carnegie Mellon-AUSAID scholarship, Fulbright scholarship, and also winner for MIT Climate CoLab contest for 2016.

TOPIC : Achieving Carbon Neutrality in Pakistan
Mr. Zaigham Rizvi is serving as Chairman of PM Housing Task Force (PMHTF). The PMHTF aims at preparing policies and program for developing 5 million housing units with a focus on “affordable housing”, also covering rural, peri-urban and urban housing.
He serves as an Expert Consultant on Housing and Housing Finance to international agencies including World Bank/IFC, UNHABITAT, DFID, ShelterAfrique, CMHC-Canada, Affordable Housing Institute (AHI)-USA, etc. Zaigham has been associated with Association of Development Finance Association of Asia & Pacific (ADFIAP) as its ex-Vice Chairman and Life Member.
Over the years Zaigham has developed a passion for Low-Cost Affordable Housing for Economically Weaker Segments of the Society, addressing housing Supply-Side, Finance-Side and housing related Regulatory Regimes, with a regional focus on Asia-Pacific, Middle-East and African regions. He has also a passion to address growing challenge of Energy Poverty mainly through Renewable Energy/Solar Power solutions.
Zaigham has served as Chairman/CEO of HBFC-Pakistan, and has to his credit the turnaround of HBFC, the sole specialized housing finance institution in the country. Zaigham has played a key role of promoting Islamic Finance and Islamic Financial Institutions in Pakistan, including Meezan Bank, Al-Meezan Asset Management Co., and Takaful Islamic Insurance Companies.
Education: Master in Business Administration, Economics, and Chemical Engineering. Zaigham is a Fulbright Scholar, “Certified Director” from Pakistan Institute of Corporate Governance (PICG), Certified “Chartered Secretary” from Institute of Chartered Secretaries of Pakistan (ICSP). “Executive Development Program” of ADFIAP, and Banking Diploma from Institute of Bankers Pakistan.
